Distinguished Service Awards


As is customary in such circumstances, the event's main speakers, Mr. Jean-Paul L'Allier, Mr. Michel Beauregard and Mr. André Thibault were honoured with the Distinguished Service Award by the World Leisure Organization for their exceptional contribution to the organisation of the 10th World Leisure Congress, "a significant, historic and decisive event for the World Leisure Organization," declared the President of the organisation, Dr Derek Casey. This recognition highlights the importance and success of the unprecedented mobilisation of leisure communities towards the success of this event.

Hillel Ruskin Memorial Lecture Scholar Award


The inaugural Hillel Ruskin Memorial Scholar Lecture Award was presented at the 10th World Leisure Congress. This award honors the memory and legacy of a World Leisure Organization colleague unmatched in commitment and zeal toward advancing concepts related to leisure education.

Two distinguished scholars were named recipients of the Hillel Ruskin Memorial Scholar Lecture Award, it is a Quebec personality, Dr. Gilles Provonost, Professeur Associé, Département des sciences du loisir et de la communication sociale, Université du Québec à Trois-Rivières, Quebec, Canada and Dr. Atara Sivan, Professor, Hong Kong Baptist University, Hong Kong.

Dr. Gilles Pronovost officiated as chairman on Tuesday morning panel.

Dr. Sivan’s presentation was entitled “Leisure Education in Educational Settings: From Instruction to Inspiration” and Dr. Provonost’s presented on the topic of “Between Work and Leisure: Transformation of the Significance, New Conflicts for Social Time.”


World Leisure 2008 Innovation Prize Award

The World Leisure 2008 Innovation Prize, organized by the World Leisure Organisation, honors organizations that have implemented solutions to promote recreational activities at local, national or international service of personal and collective. The World Leisure 2008 Innovation Prize differs mainly from the myriad of prices of this type by its emphasis on social, cultural and economic impacts of recreation and their consequences for members of a community or its visitors. This award confirms the original use of leisure with a view to improving the collective social life quality (cultural, environmental and economic) of a community.

Vélo Québec, a member of the Conseil québécois du loisir (CQL), is one of three winners of the World Leisure 2008 Innovation Prize for the Route Verte. The Canadian Parks and Recreation Association (CPRA) is also winning for its initiative Everybody gets to play. This program is part of an offer of training in Quebec, presented under the name "Zero Barrier" and involving the Association québécoise du loisir municipal (AQLM), the Conseil québécois du loisir (CQL) and CPRA . The 3rd winner is an English project: the Cornish active workplace initiative.


Vélo Québec, and other international winners, received their awards on 8 October 2008 under the World Leisure Congress Québec 2008. Ian Cooper, Chair of the Panel, was impressed with the quality of entries and the emphasis that applicants placed on building sustainable social and environmental communities through leisure. He noted that “The winners have all demonstrated highly innovative ways to address challenging community issues. Their solutions are enhancing the lives of more people every year. We encourage other communities to examine these winning projects and use their principles to good effect elsewhere”.

The President of the Conseil québécois du loisir (CQL) and the World Leisure Congress Québec 2008, Michel Beauregard, and his board of directors granted Mr. Jean-Paul L’Allier, Honorary Chairman of the World Leisure Congress Québec 2008, honorary membership in the Conseil québécois du loisir.

Through his actions, he has always placed leisure as a determinant in matters of improving quality of life and testified to his appreciation of volunteers' essential contribution. Mr. L'Allier is an important figure in the field of leisure and it was an honour to pay him tribute on October 8 for having made history in Québec leisure in his various roles, especially as mayor of Québec City, President of the Association mondiale des maires francophones, founder and President of the board of directors for the Office franco-québécois pour la jeunesse, Minister of Youth, Leisure and Sports and President of the interdepartmental committee on the quality of life.

By receiving this honour, Mr. L'Allier joins four other Québec personalities who have made history in the field of leisure, Messrs. Joffre Dumazedier, Claude Ryan and Claude Charron.

BITS’s Jean Faucher Prize


The Jean Faucher Prize, created in 2000 in the memory of M. Faucher, BITS president from 1976 to 1978 and from 1986 to 1992, aims at rewarding the outstanding contribution of a person or an organization to the promotion and the development of social tourism. The Jean Faucher Prize was presented to the organization Ministerio de Trabajo y Asuntos Sociales - IMSERSO at the Annual General Meeting of the International Bureau of Social Tourism (BITS), held under the World Leisure Congress Québec 2008.

Ministerio De Trabajo y Asuntos Sociales – IMSERSO is incorporated into the Health and Social Affairs Ministry, was created to manage the social services for the handicapped and the elderly. The institute has proposed three programmes of Social Tourism.

CPRA Awards and Recognition Program


Each year the Canadian Parks and Recreation Association (CPRA) recognizes Canada’s best in the parks and recreation field by honouring individuals, programs, and projects from across Canada that have made a positive impact on the health, well-being and vibrancy of Canadian communities. The CPRA Awards and Recognition Program celebrates innovative contributions that continue to benefit the lives of Canadians and their communities. This year's ceremony was held on 8 October 2008 within the World Leisure Congress Québec 2008.

Excellence Program of the Association québécoise du loisir municipal (AQLM)


The program of excellence in AQLM promotes municipal recreation and recognition by his peers of those who work in this direction. It includes several components and is designed for different types of members of the AQLM. This year's ceremony was held on 8 October 2008 within the World Leisure Congress Québec 2008.

Dollard-Morin sports and leisure volunteer award


The President of the Conseil québécois du loisir and World Leisure Congress 2008, Mr. Michel Beauregard, was honoured during the 2008 edition of the Prix du bénévolat en loisir et en sport Dollard-Morin (Dollard-Morin sports and leisure volunteer award). The ceremony was held during the evening of October 10th, at Québec's National Assembly. This "special mention" was exceptionally awarded to Michel Beauregard by the Ministry of Education, Leisure and Sports for his remarkable contribution in leisure, but especially for having headed the organisation of the most important and most successful World Leisure Congress ever held.

Ambassadors Club (Cercle des ambassadeurs)


Mr. Michel Beauregard and Daniel Caron, representatives of the World Leisure Congress Québec 2008, received an award from the Ambassadors Club for an event who took place in 2008. The Ambassadors Club is a joint initiative of Tourism Québec, the Society of the Québec City Convention Center and Chamber of Commerce of Québec.

Mr. Michel Beauregard and Daniel Caron, representatives of the World Leisure Congress Québec 2008, were honored by the Quebec City Convention Center. They were named "2008 Person of influence."
